Cornell Secondary Plan Review Update

 Purpose

The 1994 Cornell Secondary Plan provided the foundation for a unique community, based on the principles of new urbanism, in eastern Markham. The purpose of the Secondary Plan review was to update the land use policies which guide development in Cornell, while continuing to build upon the original Secondary Plan.

The Secondary Plan review considered policies to encourage development of an expanded Cornell Centre as an urban, mixed-use, pedestrian and transit-oriented focus for the community, centred along Highway 7. The Secondary Plan review also addressed new Provincial and Regional land use policy direction, updated parkland and open space requirements, the establishment of a regional scale business park in eastern Markham, and initiatives such as the planned rapid transit service (VIVA) along Highway 7, and the expansion of the Markham Stouffville Hospital.

The first draft of an updated Secondary Plan was released in March, 2006. Following consultation and discussion with residents, landowners and other stakeholders, a revised draft Secondary Plan was prepared and presented to the public at an open house on May 2, 2007.  A final draft of the updated Cornell Secondary Plan was adopted by Council on January 22, 2008, and forwarded to the Region of York for approval.

 Current Status

The updated Secondary Plan was approved by Region of York Council with modifications on June 19, 2008 and is now in effect.
