The purpose of this study was to undertake a comprehensive review of the Thornhill Heritage Conservation District Plan, which was adopted by Council in 1986 to guide alterations and development within the Thornhill Heritage Conservation District and to create a new plan.

The new Thornhill-Markham Heritage Conservation District Plan (2007) has been approved by Markham Council. The By-law to amend the former heritage conservation district by-law (#260-86) by incorporating the revised Thornhill-Markham Heritage Conservation District Plan (2007) and District Inventory (2007), together with the 1986 Study, was enacted on June 26, 2007 (save and except for the 12 metre maximum height provisions for buildings on Yonge Street, and any other inconsistencies with the Thornhill Secondary Plan, which will be enacted following appropriate amendments to the Thornhill Secondary Plan).
As per the provisions of the Ontario Heritage Act, Council shall cause notice of the passage of the by-law,
- to be served on each owner of property located in the heritage conservation district and on the Ontario Heritage Trust; and
- to be published in a newspaper having general circulation in the municipality
Any person who objects to the by-law may appeal to the Ontario Municipal Board by giving the clerk of the municipality, within 30 days after the date of publication in the newspaper, a notice of appeal setting out the objection to the by-law and the reasons in support of the objection, accompanied by the fee prescribed under the Ontario Municipal Board Act.
