Proclamation and Community Flag Raising

Proclamation and Community Flag Raising requests must be submitted in writing, each year, at least 3 weeks before the first date of recognition.

A request can be made using our Online Request Form.

Proclamations

The City issues proclamations to recognize individuals, events, organizations and community groups of significance to Markham. The goal of a proclamation is to recognize and celebrate achievements, and to raise public awareness of important issues in Markham but is not considered as an endorsement by the City. 

A proclamation may recognize a particular day, week or month.

Proclamations will only be approved in accordance with the Council-approved Policy.

The Council of the City of Markham has delegated the approval of requests for proclamations to the Clerk.

Please note that proclamations related to the following will not be approved, including but not limited to:

  1. Individuals, events, organizations or community groups with no demonstrated interest or relationship to the City;
  2. Political parties or political organizations;
  3. Religious organizations or the celebration of religious events;
  4. Businesses or commercial enterprises;
  5. Illegal matters, including matters contrary to corporate policies or by-laws;
  6. Matters which defame the integrity of the City;
  7. Discriminatory or inflammatory matters;
  8. Matters designed to incite hatred or disorder; or,
  9. Matters which are untruthful.

 

Community Flag Raisings

The City recognizes that flags, as symbols of nations, territories and community organizations, are important to residents of Markham. Markham is committed to building upon, while maintaining, the rich heritage of protocol associated with the flying of flags. The City has used special flag raisings to enhance public awareness of activities such as national or independence days, multicultural events, fundraising drives, and historical commemorations important to residents.

Markham has also flown flags at half-mast to mark periods of official mourning or commemorate solemn occasions important to the community.

A flag raising may recognize a particular day or week.

Flag Raising requests will only be approved in accordance with the Council-approved Policy.

The Council of the City of Markham has delegated the approval of requests for flag raisings to the Clerk.

Please note that flag raising requests related to the following will not be approved, including but not limited to:

The Community Flagpoles will not be used to fly flags:

  1. Of Political Parties;
  2. Of Religious Groups;
  3. In support of fund-raising drives that are political or religious in nature; or, iv. In support of groups, organizations, or events that promote beliefs contrary to any other City policy.

The Clerk can provide advice, as necessary, on the applicability of any of the above criteria to any application received for Community Flag Raisings.
