TOWNHOUSE SITING APPROVAL (TOWN)
A Townhouse Siting Approval (TOWN) application is required for the development of townhouse units within a registered plan. The TOWN process is governed by Site Plan Control By-law 262-94 and is administered by the Planning Department’s Urban Design Group.
The Townhouse Siting process is applicable to all townhouse dwellings that meet any of the following criteria:
- adjacent to or facing a school, a place of worship, a public building or a neighbourhood/community shopping centre; or,
- is located on a window street (i.e. a single loaded local street adjacent to a provincial highway, an arterial road or a collector road) or an entry street into a community; or,
- is terminating a view corridor at the end of a street terminating in a “T” intersection; or,
- has vehicular access to a lane; or,
- is adjacent to, framing or facing a park, a valley and/or open space feature, including stormwater management facilities and school yards; or,
- is located on a collector or arterial road; or,
- any townhouse dwellings identified in the Architectural Control Guideline, approved by the Municipality to review.
Note: Only one (1) TOWN application is required per registered plan. Multiple townhouse blocks can be applied for under one (1) ePLAN application.

- Application Submission
When an application has been formally received via ePLAN, a Development Technician will conduct a preliminary ‘Prescreen Review’ to ensure that required plans and documents have been uploaded. The Development Technician will also check to make sure that all submitted plans and documents meet our ePLAN Submission Standards. Application fees will also be determined and confirmed at this stage.
Note: A submission does not become an application with a review timeline until it has passed our Prescreen Review Process and application fees have been paid.

- Circulation
Once the application has passed our prescreen review, the Development Technician will circulate the file to an assigned Urban Designer and applicable internal departments for review.
- Staff Review and Comments
Staff will work with the applicant to resolve issues identified during the review. If applicable, the applicant will revise and resubmit plans and documents for review.
- Approval
Urban Design will prepare a memorandum to the Building Department clearing built form conditions for permit issuance.
