MARKHAM, ON – June 7, 2021 – As of Friday, June 11 at 12:01 AM, the Province of Ontario will enter Step One of its Roadmap to Reopen. The decision to move to Step One of the new reopening plan is based on province-wide vaccination rates and continuing improvements in key public health and health system indicators. The Province of Ontario will not be returning to the colour-coded COVID-19 response framework.

Step One of the reopening plan focuses on the resumption of more outdoor activities with smaller, well-managed crowds where risk of transmission is minimized. It will also permit more limited indoor settings to be open, all with restrictions in place. In consultation with the Chief Medical Officer of Health, the Government of Ontario has amended Step One to also permit indoor religious services, rites and ceremonies, including wedding and funeral services limited to 15 per cent capacity.

Residents are reminded to follow public health recommendations before and after getting vaccinated to help protect themselves and others:

  • Wear a mask or face covering

  • Keep a safe distance of 2 metres/6 feet

  • Wash your hands

  • Monitor your health

  • Follow gathering limits


Step One of the Roadmap to Reopen includes but is not limited to:

  • Outdoor social gatherings and organized public events with up to 10 people

  • Outdoor religious services, rites, or ceremonies, including wedding services and funeral services, capped at the number of people that can maintain a safe distance of 2 metres of 6 feet

  • Indoor religious services, rites, or ceremonies, including wedding services and funeral services permitted at up to 15 per cent capacity of the particular room

  • Non-essential retail permitted at 15 per cent capacity, with no restrictions on the goods that can be sold

  • Essential and other select retail permitted at 25 per cent capacity, with no restrictions on the goods that can be sold

  • Outdoor dining with up to four people per table, with exceptions for larger households

  • Outdoor fitness classes, outdoor groups in personal training and outdoor individual/team sport training to be permitted with up to 10 people, among other restrictions

  • Day camps for children permitted to operate in a manner consistent with Provincial safety guidelines

  • Overnight camping at campgrounds and campsites, including Ontario Parks, and short-term rentals

  • Concert venues, theatres and cinemas may open outdoors for the purpose of rehearsing or performing a recorded or broadcasted concert, artistic event, theatrical performance or other performance with no more than 10 performers, among other restrictions

  • Outdoor horse racing tracks and motor speedways permitted to operate without spectators

  • Outdoor attractions such as zoos, landmarks, historic sites, botanical gardens with capacity and other restrictions

The City of Markham’s COVID-19 affected services will be as follows when the Province enters Step One on June 11:

  • Select outdoor recreational amenities are open, including tennis courts, pickleball courts, sports fields (non-team use), skate parks and basketball courts (outdoor gathering restrictions and physical distancing measures in place)

  • On June 12, parking access to Milne Dam Park will increase to 300 cars and admission fees will come into effect

  • Picnics at Milne Dam Park will be allowed, following the Province’s gathering limits

  • On June 14, Morgan Pool will open for public swimming, rentals, lessons and Aquafit (pre-booking opens June 8)

  • Parks, splash pads and playgrounds remain open

  • All park-facility washrooms remain open

  • Outdoor, in-person and registered recreation and fitness programs will resume (registration is now open)

  • Library, recreation and fitness programs continue to be offered virtually (registration is now open)

  • City-owned community centres, indoor tennis facility, indoor soccer domes indoor arenas, indoor pools, fitness centres, the Markham Museum, the Flato Markham Theatre and the Varley Art Gallery remain closed

  • Flato Markham Theatre continues to stream virtual performances

  • Varley Art Gallery continues to offer virtual school programs and will offer online exhibitions and related programs

  • Markham Museum continues to offer online exhibitions and activities

  • Markham Public Library continues to offer select online services

  • Markham Public Library curbside pick-up of holds and returns will be available at Markham Village, Thornhill Village and Unionville locations

  • City services continue to be offered to residents and businesses virtually and in-person (services requiring in-person assistance require an appointment)

  • Markham Recycling Depots remain open

All public health and workplace safety measures currently in place will remain in effect until the Province moves to Step One on June 11 at 12:01 AM.

The Province of Ontario will remain in Step One for at least 21 days to evaluate any impacts on key public health and health system indicators. If at the end of the 21 days the Province has vaccinated 70 per cent of adults with one dose and 20 per cent of adults with two doses and there are continued improvements in other key public health and health system indicators, the Province of Ontario will move to Step Two of the Roadmap to Reopen.
