An Official Plan sets out land use policies
An Official Plan sets out land use policies. These policies guide future development and manage growth. The Plan lays the foundation for building a good community. It provides a vision of the City. It shows how we can make that vision real. And it shows us how to track our progress and change it. All development in Markham has to match the City's approved Official Plan.
The Official Plan:
- Says where new houses, industries, offices, and shops can go
- Shows where roads, watermains, sewers, parks, and schools will be needed
- Says which parts of the City will grow and explains when that will happen
- Follows the planning policies set out by the Province and the Region of York
There are also many Secondary Plans. These give more specific directions on using land within Markham. Whenever someone proposes a new development, the City looks at the Official Plan. The new development has to match the Plan’s guidelines.
The 2014 Official Plan
Council adopted the 2014 Official Plan on December 10, 2013. York Region approved it on June 12, 2014. The City has appealed this new Official Plan to the Ontario Municipal Board. This means that the Plan is not fully in force. On November 24, 2017 the Ontario Municipal Board issued a Partial Approval Order, which was updated on April 9, 2018 by the Local Planning Appeal Tribunal, bringing parts of the Plan in force. Until a Tribunal decision to approve all or part of the new Official Plan, we must use the 1987 Official Plan.
1987 Official Plan
The Office Consolidation (July 2005) of the 1987 Official Plan incorporates approved and adopted amendments to July 2005.
This Office Consolidation is now available from the Development Services Commission Counter in either hard copy (selling for $195) or CD (selling for $75).

2014 Official Plan
Markham’s new official Plan was adopted by Council on December 10, 2013, and approved by York Region on June 12, 2014. The new Official Plan has been appealed to the Ontario Municipal Board and is not yet fully in force. On October 30, 2015, May 26, 2016, March 10, 2017, April 21, 2017 and November 24, 2017, the Ontario Municipal Board issued Partial Approval Orders, bringing parts of the Plan into force, with the last Order being updated by the Tribunal on April 9, 2018. Until a Local Planning Appeal Tribunal decision to approve all or part of the new Official Plan has been made, the current Official Plan (Revised 1987), as amended, will continue to remain in force.
This is an office consolidation of Markham’s new Official Plan based on the Partial Approval Orders issued by the Ontario Municipal Board and updated by the Local Planning Appeal Tribunal. An Effective Date Table identifies the in force date that each policy, map or appendix was approved by Order of the Ontario Municipal Board. Certain portions of the text, maps and appendices remain subject to appeals to the Ontario Municipal Board as referenced by a green box or text. The scope of any issues raised in the appellant’s appeals will be identified as part of Ontario Municipal Board Case No. PL140743.
The modifications and deferrals referenced in this consolidation should be referenced in conjunction with the York Region Notice of Decision dated June 17, 2014 and the November 24, 2017 Partial Approval Order issued by the Ontario Municipal Board and the April 9, 2018 Update to the Order issued by the Local Planning Appeal Tribunal.
