Langstaff Master Plan Project

Location/Area Context

Langstaff is bounded to the north by Langstaff Road, to the south by the Holy Cross Cemetery, to the east by Bayview Avenue and to the west by Yonge Street. The Langstaff study area has a total area of approximately 47 hectares (116 acres).

There have been a number of changes to planning policy and legislation in the past few years that will directly influence the redevelopment potential for the Langstaff area. The Langstaff area is now part of the Richmond Hill/Langstaff Gateway Urban Growth Centre, as identified by the Province in the Growth Plan for the Greater Golden Horseshoe (2006). As well, Langstaff is identified as a Regional Centre in the Region of York’s Official Plan.

In May 2008, the City embarked on a process to create a Master Plan for the Langstaff area. Consultants retained to complete the Master Plan were Calthorpe Associates (lead), Ferris + Associates, IBI and MMM.

With changes to land uses in the surrounding area, the evolution of the policy context, the advancement of landowner and developer interest, as well as the announcement of proposed extensions to the Yonge Subway, it is clear that the City needs to provide a new direction regarding the appropriate course of action to guide the redevelopment of the Langstaff area, in consultation with area landowners and the public.

Official Plan and Secondary Plan Amendments

The Official Plan amendment creates a new Planning District, the Langstaff Gateway Planning District. Together the Official Pan amendment and new Secondary Plan implement the vision of the Land Use and Built Form Master Plan, prepared by Calthorpe Associates and Ferris + Associates, dated October 2009. The proposed Official Plan amendment and new Secondary Plan provide for a compact, complete, integrated, sustainable, vibrant and well designed high density urban centre that will serve as a portion of the Regional Centre and the Richmond Hill/Langstaff Gateway Urban Growth Centre.

Current Status

The Official Plan Amendment and new Secondary Plan were approved by Region of York Council on June 30, 2011 and is now in effect.

The updated Secondary Plan, including Region of York modifications, is available at the Development Services Counter at the City offices.
