York Region completes 404 Road Crossing Improvement Project

MARKHAM, ON — September 2, 2026 — Today, officials from The Regional Municipality of York joined representatives of the City of Markham and the City of Richmond Hill to celebrate the completion of the Highway 404 Road Crossing.

“York Region is honoured to mark the completion of this transformative road and bridge crossing, made possible through strong collaboration with our partners,” said York Region Chairman and CEO Eric Jolliffe. “This $110 million total investment improves connectivity between communities and employment areas, making it easier for residents and businesses to move throughout the Region while supporting continued economic prosperity.” 

York Region, the City of Markham and the City of Richmond Hill, in cooperation with the Ministry of Transportation, have worked since 2023 to complete the anticipated roadway and bridge crossing over Highway 404, connecting Orlando Avenue in the City of Richmond Hill to Markland Street in the City of Markham.

The new four-lane road crossing over Highway 404 and the Rouge River have additional significant improvements, including: 

• Extending Cachet Woods Court to connect to the newly constructed road crossing
• Constructing a bridge over Highway 404 and a separate bridge over the Rouge River
• Installing sidewalks, multi-use pathways and landscaping
• Environmental improvements by planting thousands of native trees and plants, stabilizing and naturalizing the river and improving storm water quality

This partnership investment includes $65 million from the City of Markham, $28 million from the City of Richmond Hill and $17 million from York Region.

“The City of Markham proudly invested approximately $65 million in this crossing because great cities are built on great connections,” said City of Markham Mayor Frank Scarpitti. “Working alongside York Region and the City of Richmond Hill, we have delivered vital infrastructure that eases traffic, links our local economies and gets people moving. I want to thank the City of Markham engineering team, whose close collaboration with our partners at every stage ensured this project was successfully built, showing what our communities can accomplish together.”

The new road crossing connects Leslie Street in the City of Richmond Hill to Woodbine Avenue in the City of Markham, improving connection for residents and businesses to the east and west sides of the highway. Additional benefits include: 

• Helping to reduce traffic volume on major arterial and local roads 
• More opportunities for walking, cycling and micro-mobility options on sidewalks and multi-use pathways
• Enhanced protection of the Rouge River floodplain, with a new bridge over the Rouge River

“Great infrastructure does more than move people from one place to another,” said City of Richmond Hill Mayor David West. “With new opportunities for walking and cycling, improved travel options and significant environmental enhancements, this project will benefit residents and communities for generations to come as our cities continue to grow.”
