MECP Consolidated Linear Infrastructure (CLI) ECA and DWWP Forms
The Ministry of the Environment, Conservation and Parks (MECP) introduced the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA), which replaces the previous Transfer of Review program. The CLI ECA streamlines the application process for municipal sanitary and stormwater management collection systems, and delegates approval authority to the City for pre-authorized sanitary and stormwater infrastructure alterations.
CLI ECA applies when a project includes changes to the City's sanitary or stormwater system (ie: additions, modifications, replacements and/or extensions). Works that are not included in the pre-authorized conditions require a submission to the MECP for approval.
