Pre-Application Consultation Request (PRCN)
Pre-Application Consultation By-law 2023-107, as reflected in Section 10.6 of the City’s 2014 Official Plan, requires applicants to consult with Markham Staff prior to submitting the following applications:
- Official Plan Amendment
- Zoning By-law Amendment
- Plan of Subdivision
- Site Plan Control
- Site Plan Control for New Heritage Residential or Additions
At the Pre-Application Consultation meeting (Pre-Con), staff will scope the issues associated with a specific development proposal, including a proposed land use change, and identify submission requirements for a complete application. An application will be deemed incomplete if the Pre-Con has not been completed.
- Application Submission
- All Pre-Con requests are applied via ePLAN. After receiving the request, the Development Technician will conduct a preliminary ‘Prescreen Review’ task to ensure that the required plans and documents have been successfully uploaded.

- Application Circulation
- After a successful ‘Prescreen Review’ process, the Development Technician will circulate the file to the assigned Planner and internal and external agencies for review. 
- Staff Review and Comments
- Staff and agencies will review the proposal and identify preliminary comments or concerns. Please allow up to three weeks for review. The Planner will determine whether a formal meeting will be required to discuss the proposal in more detail. 
- Pre-Application Consultation Meeting
- If required, the Planner will facilitate a Pre-Con to discuss the proposal in more detail. These meetings are held either in person at 101 Town Centre Boulevard, by phone, or via ZOOM. 
- Pre-Application Consultation Checklist Issued
- Within a week after the Pre-Con, the Planner will issue a Checklist that confirms the required application types and identifies the submission requirements for a complete application.
